Raina holds BSc., Diploma in Management and Master’s in Public Administration. He is Founder Member, Director and Member Governing Council of “South Asia Forum for Energy Efficiency”; Founder Member of “The Institute for Effective Governance and Stabilization” Member of “World Energy Council (WEC)-Indian Member Committee”; and “South Asia Policy Analysis”. He is advising EastWest Institute, Brussels on “Afghanistan Reconnected” process to rehabilitate Afghan economy and its reintegration into global economy, since 2013.

As a renowned energy expert and has been advising governments and international organizations on promoting peace and stability across regions through the promotion of cross border energy cooperation, trade and commerce, economic and social development. He has been advising Ministries of Foreign Affairs of Germany, Japan, South Korea and Abu Dhabi; Asian Development Bank; Energy Charter Treaty; German Technical Cooperation Organization; Japan International Cooperation Agency; Japan Bank for International Cooperation; and the South Asian Association for Regional Cooperation.

Raina is the author or co-author of over two dozen publications on energy issues including:
